    What is ethylene oxide and why is it a food-safety issue?

    Ethylene oxide (ETO) is a gas historically used to fumigate spices, seeds and hydrocolloids for microbial control. It is classified as a mutagen and carcinogen. The EU banned ETO as a pesticide in 1991 and as a feed protectant in 2011, and it is not authorised for use on food additives. Its hydrolysis product, 2-chloroethanol (2-CE), is treated together with ETO in EU enforcement.

    How the EU RASFF system flagged ETO in guar gum

    Since September 2020 the EU's Rapid Alert System for Food and Feed (RASFF) has recorded a wave of ETO contamination alerts on food additives — starting with sesame from India, then extending to guar gum, locust bean gum and xanthan gum, notably from Turkish and other non-EU sources. Product recalls, market withdrawals and increased official controls followed, and EU importers now routinely demand documented ETO testing per batch.

    The 0.1 mg/kg EU ETO limit explained

    Since 11 August 2022, the EU applies a limit of quantification (LOQ) of 0.1 mg/kg to ethylene oxide in all food additives, expressed as the sum of ETO + 2-chloroethanol calculated as ETO. In practice, any COA above the LOQ triggers rejection at EU borders and RASFF notification. The limit applies regardless of origin, supplier, or intended food application.

    What EU 2026/196 changes for E412 food additives

    Published on 29 January 2026, Reg. (EU) 2026/196 amends Reg. (EC) 1333/2008 and Reg. (EU) 231/2012. For E412 guar gum the practical changes are:

    • Tighter purity criteria and stricter limits for heavy metals (lead, arsenic, mercury, cadmium);
    • More rigorous microbiological criteria (TPC, yeasts & moulds, absence of E. coli and Salmonella);
    • Special provisions and derogations for E412 in infant / young-child and food for special medical purposes (FSMP) categories.

    Reg. 2026/196 does not replace the 0.1 mg/kg ETO limit — the two operate together. An E412 batch must simultaneously satisfy both.
